Support at Home Fees and Costs

Understanding what you may need to pay for home care can feel confusing, especially because Support at Home contributions depend on both the services you receive and your financial circumstances.

At HCA Home Care, our experienced team can help you understand the fees, contribution rates and provider costs that may apply, including the different rules for people who transitioned from the previous Home Care Packages program.

What Is a Support at Home Contribution?

A Support at Home contribution is the amount you may pay towards an eligible service you actually receive.

You don’t simply pay one flat percentage across all of your home care. Different contribution rates apply to different types of services.

For example, clinical care is fully funded by the Government, while independence and everyday living services generally attract participant contributions.

How Does the Type of Service Affect My Contribution?

Support at Home services are grouped into three main contribution categories.

Clinical Care – No Contribution

The Australian Government pays the full cost of approved clinical supports, so your participant contribution is 0%.

What Are the Standard Support at Home Contribution Rates?

If you were approved for a Home Care Package or Support at Home after 12 September 2024, the standard Support at Home contribution arrangements generally apply.

Age Pension status Clinical Care Independence Everyday Living
Full pensioner 0% 5% 17.5%
Part pensioner and eligible for a Commonwealth Seniors Health Card 0% Between 5% and 50% depending on income and assets Between 17.5% and 80% depending on income and assets

What If I Had a Home Care Package Before 12 September 2024?

This is where the rules are different.

If you were receiving a Home Care Package or approved for one on or before 12 September 2024, you are protected by the Government’s no worse off principle.

That means:

  • If you were assessed as paying no Home Care Package income-tested care fee, you will not be asked to start paying Support at Home contributions.
  • If you were paying an income-tested care fee, your contributions under Support at Home will be the same or lower.
  • These protections continue even if you are later reassessed into a higher Support at Home classification.
No Worse Off Contribution Rates:

Part pensioner and eligible for a Commonwealth Seniors Health Card 0% Between 0% and 25% depending on income Between 0% and 25% depending on income

Contribution FAQs

Understand how contributions work, what you may need to pay and how your costs are calculated.

How Are My Contribution Rates Decided?

For most people, Services Australia completes an income and assets assessment to determine the contribution rate that applies to independence and everyday living services.

Your contribution can depend on:

    • Your Age Pension status
    • Your income
    • Your assets
    • Whether you hold a Commonwealth Seniors Health Card
    • When you were approved for aged care

If Services Australia already has your financial information, they may use that information. Otherwise, you may need to provide additional details.

Once your assessment is complete, Services Australia will tell you and your provider the contribution percentages that apply to you.

What Happens If I Don’t Provide My Financial Information?

If you don’t provide the required income and assets information to Services Australia, you may be given a means not disclosed status.

In that situation, your contribution rates can be set at the maximum applicable rate.

What Does My Contribution Actually Cost Me?

Your contribution percentage is applied to the provider’s price for each eligible service you receive.

For example, if an everyday living service costs $100 and your applicable contribution rate is 17.5%, you would contribute $17.50 and the Government would cover the remaining eligible amount.

The actual dollar amount you pay therefore depends on both:

  • Your contribution percentage
  • The price your chosen provider charges for the service

This is why comparing provider pricing matters.

What Fees Does My Home Care Provider Charge?

Support at Home providers set their own prices for the services they deliver.

Prices can vary depending on:

  • The type of care or service
  • How long the service takes
  • When the service is delivered
  • The provider you choose

Providers must publish their pricing and agree prices with you before services are delivered.

You can view HCA Home Care’s current service fees and pricing before deciding on your care.

What Is the 10% Care Management Allocation?

For ongoing Support at Home services, 10% of your quarterly budget is allocated to care management.

Care management helps coordinate and oversee your home care. It can include:

  • Developing and reviewing your care plan
  • Coordinating services
  • Monitoring changes in your needs
  • Supporting you when your circumstances change
  • Helping ensure your care continues to work for you

This allocation is part of the Support at Home funding model rather than a separate optional service fee.

Is There a Lifetime Cap on Support at Home Contributions?

Yes. The Government limits how much you can be required to contribute over your lifetime.

For people under the standard Support at Home contribution arrangements, the current lifetime cap is $137,917.01.

People protected by the no worse off principle retain the lower transitioned Home Care Package lifetime cap, currently $86,185.23.

These amounts are indexed over time, and Services Australia tracks contributions towards your lifetime cap.

What If I Can’t Afford My Contributions?

If you are experiencing genuine financial hardship and can’t afford your required contributions, you may be able to apply for financial hardship assistance through Services Australia.

If approved, the Australian Government may cover some or all of your contribution for the period that the hardship arrangements apply.

How Can I Estimate What I’ll Pay?

My Aged Care has a Support at Home fee estimator that can help you estimate your likely participant contributions based on your circumstances.

Your actual contribution rates are confirmed through Services Australia.
